Hyderabad: The Chief Secretaries of Andhra Pradesh and Telangana will be meeting the Union Home Minister Rajnath Singh and officials on Thursday to seek clarifications in regard to the proposal to vest powers of law and order in Hyderabad with the Governor ESL Narasimhan.
It may be recalled that the TRS government had strongly opposed the Union Home Ministry’s circular to the Chief Secretary of Telangana giving powers to Governor over Hyderabad. According to the circular, the Governor would have powers to oversee law and order in the capital. The police commissioners of Hyderabad and Cyberabad and Superintendent of Police of Rangareddy are to give the Governor periodic reports on the state of affairs. The State shall also have a separate Cyberabad police commissionerate to handle IT areas.
The Union Home Ministry contended that since Hyderabad is the common capital for 10 years for both Andhra and Telangana, there is a need to protect the interests of Seemandhra people in Hyderabad and surrounding areas. This was objected by the T government which said the circular amounts to interfering with the powers of the State and that it was against the federal spirit of the Constitution.
The government said the law and order was a State subject and hence it could not be taken away from them. If the circular is implemented, Governor will have the right to review all the decisions pertaining to Hyderabad. In times of crisis, the law and order machinery must work under his directions. To check hate crime, the government will have to set up a dedicated cell to be headed by an officer of IG rank. If required, the Governor can ask for reports from the Telangana government on law and order, the TRS felt.
