Shelters for beggars across the city are on the works. After reviewing a survey on beggars at various traffic junctions done by various NGOs, Commissioner Somesh Kumar said that the GHMC would establish Gourav Sadans -- shelters where beggars would be offered food, clothing and other necessary things such as soaps, hair oil, combs, etc. Dr Jayesh Ranjan, IAS, vice-chairman and Managing Director, APIIC, representatives from the NGOs and police took part in the discussion. The survey revealed that about 239 beggars were at 16 traffic junctions across the city.

NGOs informed that the commissioner had held a discussion on the observations made by the field staff pertaining to the category of persons begging; type, mode and method of begging; average earnings and expenditure; issues faced; present shelters; support required, etc.

After the discussion, a number of action points were framed that would not only help beggars to have a better life but also reduce their menace at traffic junctions. Some of the plans devised go on the lines of establishing at least one Gourav Sadan in each zone of the GHMC area, conducting rehabilitation and orientation programmes for beggars, placing counsellors at each traffic junction at regular interval of time, etc.

The GHMC is mulling on identifying the NGOs who are already providing the shelter to the old aged, disabled, and terminally-ill persons and to encourage them part-take in the initiative.

He instructed the officials to finalise 100 traffic junctions from the list obtained from traffic police in Hyderabad and Cyberabad limits where beggars menace is more, and to allot these traffic junctions to various NGOs by August 1.

He also asked them to take up wide publicity campaign through sign boards, hoardings, radio jingles, etc. for not encouraging beggars at traffic junctions and to call GHMC call centre (040-21111111) for complaining regarding any instances of forced begging.
