Dear Mr. Editor & Readers of The Hans India,

I am Editor of Telangana Today (Registered Newspaper Since 2008) published from Navi Mumbai, Thane District, Mumbai Convener of Telangana Union of Working Journalists and am Native of Karimnagar District, Telangana State belonging to "MALA" Caste Recognised as SCHEDULED CASTE.

I am also Mumbai Region President of Telangana Rashtra Samithi (TRS) hence participated actively for Telangana Movement from Mumbai and am also known to K. Ramachandra Murthy Garu.

I have read your open letter and the article of Prof. K Nageshwar as mentioned above, but I am not satisfied with your views of Fees Reimbursement because as per Articles 341 & 342 of the Constitution of India the persons belonging to the Scheduled Castes (SC) and Scheduled Tribes (ST) are entitled for the benefits and privileges in their state of origin only, As per Supreme Court Decision in the matter of MARRI CHANDRA SHEKHAR RAO v/s STATE OF MAHARASHTRA vide Writ Petition (Civil) No. 989 of 1989 and other Decisions, the State of Origin means the person or his/her ancestors being permanent residents of the respective state as on 10.8.1950 in the case of SCs and 6.9.1950 in the case of STs which is applicable in the State of Maharashtra and other majority of the States.

Whereas Telangana State Chief Minister Hon'ble Sri Kalvakuntla Chandrashekar Rao popularly known as "KCR" Generously declared that 1956 will be taken as cut-off date hence extended the above stated dates thus SCs & STs of other States including Andhra Pradesh (AP) will get more benefits and privileges compared to other States.

Even State Government Employees belonging to SC/ST/BC Origins of AP State will lose their privileges of Reservation (except AIS) upon giving option for Telangana State upon not providing proof of residency prior to 1956.

There is no question of Driving out Andhras from Telangana. I am domiciled in Maharashtra State in fact I was brought up in Mumbai since the age of 3 months and my Brother & Sisters were born in Mumbai then also we don't have privileges of SC benefits since we don't have proof that we are Origins of Maharashtra State prior to 10.8.1950 whereas my father migrated to Mumbai with many MALAs from neighbouring villages before 17.09.1948 at the age of 16 years old and started to work as Labourer due to atrocities of Razakars.

Question :

Now question may arise that Hyderabad being Common Capital for the period not exceeding 10 years, The Origins of AP State shall be entitled for the privileges of SC/ST/BCs in the Hyderabad as defined U/s 5 of The Andhra Pradesh Reorganisation Act, 2014 (APR Act, 2014) in respect of Education.

Answer :

I say NO because in respect of Education as per the provisions of the U/s 95 of the APR Act, 2014 admission process and quota shall continue for the period of 10 years only and Fees Reimbursement has to be paid by the respective State Government only.

So why there is so much fuss about the Fees Reimbursement which is supposed to be given to the underprivileged SC/ST/BCs.

KCR Sir is unnecessarily being targeted for Generous Deed.
