Hyderabad: The proposal of Andhra Pradesh and Telangana governments to hold their respective budget session in August has caused a flutter among the officials of both the Assembly secretariats and the police department. There are several issues which need to be resolved with the intervention of the two Speakers. But without making any moves in that direction, it appears both the governments have decided to hold the budget sessions almost at the same time. Though the GO issued by the Governor before June 2 stated that the Old Assembly and the adjacent rooms and committee halls are allotted to AP and the new Assembly building and its adjacent rooms and committee halls were allotted to the Telangana Legislature, the officials did not consider the ground situation.

The old Assembly building has no additional rooms like the new one. This has now led to an awkward situation like two deputy Speakers sharing the same room.

The Assembly officials were also worried that the number of translation and typing staff were below 50 per cent of the total requirement in both the Assembly secretariats and hence it would not be possible for them to provide necessary services like simultaneous translation, sources told The Hans India. They further said with the skeleton staff it would not be possible to provide necessary coverage to both the Assemblies and two Legislative Councils’ proceedings unless skilled persons were hired from outside. So far there was no such move, the sources added. On the other hand, the police department is also worried over the management of law and order in the Assembly premises if the two states convene the session at the same time.

Crammed parking space and shortage of manpower in the Assembly secretariats of the two states would be a major hurdle for the conduct of the budget sessions of AP and TS. During the first session of the AP Assembly, the Telangana police department informed their counterpart that they would be providing security only outside the Assembly premises. The AP government had to deploy its forces to maintain surveillance inside Assembly. The officials said that providing shelter to the forces and parking for the vehicles of the all MLAs and police forces would be a herculean task for them in the coming session. Sources said that the police and the Assembly secretariats had decided to represent to the Speakers of the two Assemblies about the practical problems that would arise if both the sessions were held at the same time.
