It is a clear indication of the true violation of the norms. An official report of the State Level Task Force committee set up by the government in 2012 revealed the facts. The report reveals that 532 teachers are working as professors without possessing the mandatory PhD qualification. Except a few top colleges, no college is immune to this practice including those permitted by the Jawaharlal Nehru Technological University (JNTU), Hyderabad recently for admitting students.

It is a mandatory rule to hold a PhD for associate professors to get elevated to the rank of professor. The other condition is such candidates should also possess an experience of 5 years in the rank of associate professor. The mandatory API scoring system is designed on many such norms.
