Hyderabad: The high court on Monday expressed its strong disapproval of the efforts of the Telangana government to restrict social welfare scholarship on the basis of nativity.

The PIL bench of the High Court comprising Chief Justice Kalyan Jyothi Sengupta and Justice PV Sanjay Kumar wondered if the grant of such scholarship only to the students of Telangana did not encourage disintegration of the national spirit. The bench granted six weeks time for the government to respond.

The bench was hearing two writ petitions filed by two former ministers P Satyanarayana and D Manikya Vara Prasad.

Chief Justice Sengupta said “if you don’t have sufficient funds, the government has power to scrap the scheme, but it has no power to put such barriers which are unconstitutional.

The CJ said, “If we allow operating this GO it will result in secessionist and anti integrationist act. We shall strive to protect the integrity of this country.”

The Chief Justice pointed out the Presidential Order which is in force in the state has already given parameters to derive the local status of the citizens of the state for employment and education and why the state government was now adopting a parochial attitude.
