Pratyush Sinha panel’s final report lying with PMO

Hyderabad: It seems there is no end for the long wait for Chief Ministers of Telangana and Andhra Pradesh States to get administration into fast track mode. Both have pinned high hopes on completion of formalities for distribution of All India Service (AIS) officers at the earliest to streamline the administrative set up that is facing shortage of staff.

The final report of Pratyush Sinha panel is understood to have reached Prime Minister’s Office (PMO) just a few days ago. However, Prime Minister Narendra Modi is away on a landmark US visit which means he will take a look only after returning to his duties in New Delhi.

There was talk that Narendra Modi would give his nod for distribution of IAS, IPS and IFoS officers before departing for US sojourn on September 25. However, the file was with Department of Personnel and Training (DoPT) and it could not be sent to Modi's table in time. Hence, the inordinate delay.

However, IAS sources are exuding confidence that formalities would be completed by October 15. "Few important festivals - Dussera and Bakr id are lined up in first week of October. Assuming Modi clears the file in first week, we are hoping that orders would be issued to join duties by October 15," a senior bureaucrat said.

The provisional list of allocations done on roster basis was released on August 22. Pratyush Sinha panel had held two meetings afterwards to hear about grievances raised by around 26 officials. Although it did not make any changes in its first meeting, a few shuffling were effected in its second meeting held on September 14.

Highly placed sources informed that the cadre of PV Ramesh, JSV Prasad, Rani Kumudini, Neelam Sawhney (IAS officers) besides AR Anuradha (IPS) was changed from Telangana to Andhra Pradesh. Likewise, Vinay Kumar, B R Meena, Somesh Kumar, RR Acharya, M Gopal Reddy (all IAS officers) among others were listed in Telangana cadre in the final report prepared by the committee. However, there was no official confirmation on this.
