Hyderabad: The new capital of Andhra Pradesh would be developed on a sprawling 30,000 acres land in five years, according to Chief Minister N Chandrababu Naidu.

Speaking to media here on Saturday, the Chief Minister said the committee on capital city had made this recommendation. The required land would be procured through the Land Pooling System (LPS) and would comprise several clusters.

Naidu also said that the state government would explore the option of land acquisition only when the land owners refuse to give land to the government. He told the members of the CAC headed by the Municipal Administration Minister P Narayana that 50 per cent of the land pooled under LPS would be earmarked for common assets and a special officer would be appointed to monitor the land pooling process.

The Chief Minister also clarified that a land pooling certificate would be issued to the land owners, conferring transferable rights on the reconstituted land. It will be given to the land owner after the notification of layout plan is out. It was also decided that an additional incentive in the form of Rs 25,000 per acre, escalating at the rate of 5% each year, for a period of 10 years, or till the first transaction, would be given to each land owner. The land owners would enjoy exemption from payment of stamp duty, registration fee and NALA, Naidu said.

Landless poor who lose their livelihoods will be provided training and other assistance for skills upgradation for employment opportunities. Naidu said the CAC had been asked to include proposals for beautification and development of Vijayawada and Guntur in its report. The existing VGTM-UDA would be dissolved before the Capital Region Development Authority (CRDA) was notified. The committee also decided that an Urban Development Authority (UDA) for Visakhapatnam should be formed on the similar lines of the capital city. The Chief Minister would be the chairman of this UDA.
