CAG indicts united AP govt on RGGVY

CAG found many lacunae in the execution of the scheme in its report on Public Sector Undertakings (PSUs) for the year ended March 2013 tabled in the Assembly on Friday.
It questioned the delay in issuing notification for the scheme. The government notified rural electrification plan only in 2011 by which time the RGGVY implementation was nearing completion. As per the schedule, the plan should be announced in 2007-08. The report said that the Detailed Project Reports (DPRs) for the scheme were prepared without survey. The DISCOMS based DPRs on the data available from the Revenue Department and field offices without conducting any detailed survey on provision of infrastructure and number of beneficiaries. It finally led to the deviation in the execution of the works which are to be carried out on a turnkey basis.
In the case procurement of high cost meters for urban areas, the audit report said that the meters were bought at high cost, resulting in an excess claim of Rs 7.40 crore from Rural Electricity Corporation (REC) by the APEPDCL and Rs 7.93 crore by the APCPDCL.
The audit also observed that the discoms provided only meters to the beneficiaries. In all, the Discoms incurred Rs 62.35 crore to provide the infrastructure to 10.48 lakh beneficiaries. In Practical, beneficiaries were given only meters.
Inferior quality meters and non replacement of defective meters came to light in the field verification in many villages. In some areas, service connections were not provided even after the meters were installed for many months.
