Hyderabad: The State government will introduce the Capital Regional Development Authority (CRDA) Bill in the Assembly on Friday. The finalised draft bill was approved by the state cabinet on Wednesday. The Cabinet gave its nod for transfer of assets and liabilities of the Vijayawada-Guntur-Tenali-Mangalagiri (VGTM) Development Authority to the CRDA which will be headed by the CM. CRDA is proposed to created with a corpus of Rs 1,000 crore development fund and Rs 250 crore as working capital.

It was said that a detailed master plan would be prepared in six months. Sources said that first the CRDA has to be made a legal entity as was done in the case of the Hyderabad Metropolitan Development Authority (HMDA), defining its functioning. Then only can it be empowered to take forward the land pooling policy in the CRDA area.

The Bill, the sources said, would also deal with issues like Land Pooling Ownership Certificates (LPOC) to the owners who had given agricultural lands for capital city. The government wants to pass the Bill on Friday itself. However, it remains to be seen whether the opposition would cooperate with them or not.

As per the draft Bill, 10 per cent of the total area is to be earmarked for parks, play grounds, gardens and open area etc, 30 per cent of area for roads and other utilities, 5 per cent for schools, hospitals etc and 5 per cent for affordable housing meant for economically weaker sections.

Meanwhile, the opposition got a handle to nail the government on the Bill as Justice M S Ramachandra Rao of the High Court at Hyderabad on Thursday suspended orders of the state government (AP), directing the civic authorities to stop development in Nuziveedu area of Krishna district pending proposals in the present master plan. The judge was critical of the approach of the government, which had issued the said direction in viewing of the impending plan for the new capital for AP.
