The authorities of the Greater Hyderabad Municipal Corporation (GHMC) received flak from the High Court for their so-called unique style of recovering property tax from defaulters, especially business houses and institutions. The GHMC had adopted an unusual form of tax collection by placing garbage bins before the doorsteps of defaulters and thus forced them to clear the arrears.

Double blow for GHMC

The authorities of the Greater Hyderabad Municipal Corporation (GHMC) received flak from the High Court for their so-called unique style of recovering property tax from defaulters, especially business houses and institutions. The GHMC had adopted an unusual form of tax collection by placing garbage bins before the doorsteps of defaulters and thus forced them to clear the arrears.

The unhygienic method of using garbage bins as tax collectors drew severe criticism from all quarters. The affected persons, especially business houses, moved the High Court in this regard, seeking judicial intervention to prevent the GHMC authorities from adopting such unhygienic methods of tax collection.

Taking note of the possibility of spreading of contagious diseases and contamination, the High Court took a serious view of such form of tax collection and directed the GHMC to clear the garbage bins placed before the doorsteps of the defaulters within an hour.

Soon after the High Court decision, GHMC Commissioner and Special Officer Somesh Kumar directed the Zonal Commissioner (north) to submit a detailed report on where the dustbins were placed in front of the defaulters for non-payment of property tax and asked the officials to remove the dustbins immediately. He further directed the Zonal Commissioner to submit a detailed report on the issue. He asked all the Zonal Commissioners and Deputy Commissioners to follow the provisions of the Act to collect the property tax.
