1.1 lakh cr Telangana budget likely
The Telangana government’s budget for the coming fiscal (2015-16) is pegged at Rs. 1.10 lakh crores, according to official sources. After hectic discussions for the last four days, government is understood to have arrived at this figure. Irrigation, Education, Agriculture, Power and Welfare sectors are expected to get major allocations.

TRS administration shifted focus towards budgetary exercise after Union Finance Minister tabled the annual budget last Saturday. Although Chief Minister K Chandrashekar Rao announced earlier that he did not have high expectations from budget, he was very disappointed at being completely ignored by the Centre.

In a telephonic conversation, Rao expressed his displeasure to Union Minister Venkaiah Naidu, who suggested him to bring it to the notice of Finance Minister Arun Jaitley. Once Union budget details were out, Chandrashekar Rao sat down with senior officials of Finance department for two consecutive days (on Saturday and Sunday) at NAC, Madhapur premises to finalise the budget for 2015-16. He discussed about budgetary proposals submitted by different departments and final allocations to be made.
After due consultations, government is learnt to have decided to propose Rs 1.10 lakh crore budget for the coming fiscal. This is slightly higher than the first budget (for 2014-15) which was Rs 1.06 lakh crore with plan expenditure of Rs 48,648.47 crore and non-plan expenditure of Rs 51,989.47 crore.
This time there would be no big changes to plan expenditure. However, government is understood to have decided to enhance the non-plan expenditure slightly. Sources informed that government has decided to put extra focus on stamps and registration, excise, commercial taxes and transport departments to mop up revenues.
Government’s ambitious schemes such as Mission Kakatiya, Drinking Water Grid, Roads, Haritha Haaram, Power, Land Distribution to Dalits, supply of Fine Rice to hostels, Kalyanalakshmi, Shaadi Mubarak would get a major chunk of allocations. Also bulk allocations are expected for KCR’s flagship KG to PG and 2 Bedroom Housing schemes. With Rao reiterating to transform Telangana into a power surplus state by 2018, Genco is expected to be given more than Rs 1,500 crore for taking up power projects as planned in various districts.
