TS varsities face a record of sorts
Come Sunday (April 19), a dubious record awaits Telangana State government as all of its universities will be headless. A peep into what held up the government in going ahead with the appointment of Vice-Chancellors revealed that it was a sheer case of absence of manoeuverability. Satavahana University (Karimnagar), the only varsity that has a regular Vice-Chancellor, will too join the other varsities that have been headless and under the rule of in-charges.

A peep into what held up the government in going ahead with the appointment of Vice-Chancellors revealed that it was a sheer case of absence of manoeuverability. Satavahana University (Karimnagar), the only varsity that has a regular Vice-Chancellor, will too join the other varsities that have been headless and under the rule of in-charges.
The delay in the appointment of V-Cs is attributed to a legislation to maintain uniformity among all the varsities, sources said, pointing to the different modes of administration that varies from varsity to varsity. It may be mentioned here that powers vested in V-Cs and executive committees differ from one varsity to another.The other reason came to fore is that the government wants to amend the eligibility criteria of the V-C posts. As of now, those who have worked as professor for at least 10 years are eligible for the post.
This criterion may be reduced to five years, if the sources are to be believed.The other plan is to clip the powers of the Governor to have a bigger say in the appointment of the V-Cs. Before 2011, the government had the power to choose one of the three names, recommended by the search committee. But, after an amendment, the government’s role was restricted while the Governor picked one of the names recommended by the search committee.
“The delay in appointing the V-Cs will have a spiraling effect. It will cripple the total administration under the in-charges rule,” a professor of Osmania University told The Hans India in anonymity. The in-charge V-Cs stay away from the responsibilities fearing backlash from both the government and students, he said, pointing to the affairs of Kakatiya University, which has no V-C for a long time. It may be mentioned here that the in-charge V-C did not attend the Academic Senate meeting even when the crucial budget was approved a fortnight ago.
The delay would also have an adverse impact on Kakatiya and Osmania universities with regard to the release of funds from the UGC as both these varsities are awaiting the National Assessment and Accreditation Council’s inspection, which is mandatory. With no Assembly session in the near future, the state government may fall back on Ordinance route to amend the AP Universities Act, 1991.
