Dattatreya out of Modi’s good books?
Is Prime Minister Narendra Modi minimising the importance of Bandaru Dattatreya, the lone minister from Telangana in the Union Cabinet? From the way the Union Minister of State for Labour, Employment and Skill Development is being stripped of his departments, it is clear that he is slowly being marginalised.

From the way the Union Minister of State for Labour, Employment and Skill Development is being stripped of his departments, it is clear that he is slowly being marginalised. The Prime Minister has made the first move in the direction of reducing Dattatreya’s powers soon after the Rashtriya Swasth Bima scheme for employees was introduced.

The RSBY was launched by the Ministry of Labour and Employment to provide health insurance coverage for the Below Poverty Line (BPL) families. The objective of the RSBY is to provide protection to BPL households from financial liabilities arising out of health shocks that involve hospitalization. Beneficiaries under RSBY are entitled to hospitalization coverage up to Rs 30,000 for most of the diseases that require hospitalization.
The government has even fixed the package rates for the hospitals for a large number of interventions. Pre-existing conditions are covered from day one and there is no age limit. Coverage extends to five members of the family which includes the head of household, spouse and up to three dependents. Beneficiaries need to pay only Rs. 30 as registration fee while Central and State Government pays the premium to the insurer selected by the State Government.
Though this scheme is meant to be run by the Labour department, the centre decided to hand it over to the health department saying that it relates to the health department. With this, Dattatreya was left with labour and skill development. But soon after the Prime Minister decided to create a new department for skill development and transferred it to Rajiv Pratap Rudy.Dattatreya was thus left with just labour and employment. Political circles in New Delhi say that soon the Prime Minister is likely to take away even the Employment part from the purview of the Union Labour Ministry.
If that happens Dattatreya would be left with just Labour portfolio. It may be mentioned here that though Dattatreya is the lone BJP MP from Telangana, Modi did not consider his name when the Cabinet was formed. Modi was said to be disinclined because of the advanced age of Dattatreya and felt that he cannot be very active. However, due political compulsions Modi reluctantly inducted him only as a Minister of State with Independent charge though Dattatreya had served in that capacity in the previous NDA government.
