There is no change in the style of functioning in the Telangana government. It seems that it is following the footsteps of previous governments. A live example is the performance of Telangana State Medical Services and Infrastructure Development Corporation (TSMSIDC). Even after five months the TSMSIDC failed to procure the medical equipment to teaching hospitals which are the need of the hour.

Still today new born children in the Niloufer Hospital, Hyderabad queued up for ventilators because, there is only seven in 12 ventilators are working. There is need of more ventilators to cater the treatment of children. Not only in Nilofufer Hospital, but also all the government hospitals in Telangana there are a need of ventilators besides ultrasound scanning, CT scanner and other medical and surgical equipment. To meet the shortage of medical equipment about Rs. 60 crore sanctioned but the process of tenders does not proceed.

The Telangana government earmarked Rs. 206 crore to procuring medical equipment in medical colleges for the 2014-15 financial years. In the first phase, it was decided that Rs 60 crore allotted to procure medical equipment in the teaching hospitals and their attached medical colleges. For this, tender process commenced on January. About 130 types of medical equipment proposals were received from eight departments’ viz general surgery, gynecology, ENT and microbiology. It was reportedly some officials conspired to select the supply organizations in the name of ‘Special Feature’ ignoring the traditional broad-based system.
On the suspicion about this new selection process the Principal Secretary of medical and health department Suresh Chanda who is also took the charge of Managing Director of TSMSIDC responsibilities ordered a review on special features which halts the process of tenders temporarily. A committee examined the proposals of medical equipment on February, but the process of tenders has not completed.

“Lack of monitoring is the major reason for delaying the tender’s process. The government kept away an executive director of TSMSIDC on the allegations on procurement of medical equipment and medicines. This post has vacant since then. The corporation has only one biomedical engineer who has to examine the technical features of equipment,” said an official in the corporation.

There have been concerns about Rs 146 crore which has been allocated to the procurement of medical equipment.
