Council is also a body of people elected to manage the affairs such as a city council or UN Security Council. The alternative spelling for councilor is councillor (double ll) in British English. Council is a group of people. Council’s people meet to discuss, debate, take decisions; take action for a particular task or work towards a common goal.


Council is also a representative unit of larger body of people or countries that is formed for a specific purpose. Councils exist at a micro level, meso and macro level: City Council, County Council, Municipal Council, District Council, European Council, Bar Council (of India), United Nations Security Council and others.


Universities usually have academic councils. Bar Council of India is a statutory body created by the Parliament. It regulates and represents the Indian bar (lawyers), regulates professional conduct and etiquette; oversees legal education among others. United Nations Security Council is a 15-member body of the United Nations.


National Assessment and Accreditation Council (NAAS) is an autonomous institution of the University Grants Commission in India. It is tasked to assess and accredit institutions (giving credibility) in higher education with giving accreditation

Committee is also a group o of people of a larger body of elected or unelected members. There are committees of Parliament and in state legislatures to examine or study a particular subject.


There are ad hoc committees and permanent committees. Consulate is an overseas office of a country to oversee the procession of applications of visas, enabling visits of diplomats, promoting trade and commerce between the countries, and also arts and other activities.


Consulate is smaller than an embassy. It is usually headed by the Consulate General. But the main office of a country in another country is called Embassy or High Commission. India has embassies in almost all the countries in the world. But the Indian government’s overseas offices in the Commonwealth countries such as in the UK and Australia are called High Commissions.


When an embassy in a country starts another office in the same country it is called consulate. In India, the US Embassy has consulates in Chennai, Hyderabad, Mumbai and Kolkata.
