No sign of HSNP for old vehicles

With the Supreme Court deadline just four months away, there is no urgency on the part of the government to secure the conversion of number plates from AP to TS
December 15, 2015 is the deadline given by the Supreme Court to complete the process of affixing the High Security Number Plates (HSNP) but there is no sign of urgency by the government to set the ball rolling. The new vehicles though are fixed with HSNP; the old vehicles are still untouched. With more than 74 lakh vehicles in Telangana state to be secured and just four months left for the Supreme Court deadline, officials do not seem to be affected.
There are over sixty lakh (60, 70,632) vehicles in Hyderabad alone waiting for HSNP. Presently, close to 3000 new vehicles are being affixed in Hyderabad and Ranga Reddy districts at 11 RTA centres but once the government issues notification to affix old vehicles it may lead to chaos informs an official.
B Venkateshwarlu, joint transport commissioner, vigilance & legal cell said, “One of the reasons for the delay is a public interest litigation filed in the courts. The proposal is now with the government.” While the government is taking its time to issue a notification, people are getting restless. Ramchander, spokesperson of Tech Auto Tech and contractor for the HSNP project says, “There is nothing that can be done by us but we have the manpower and the manufacturing plant has the capacity to deliver the plates.”
According to the Supreme Court guidelines, there is provision for only one contractor. A senior official on condition of anonymity said that scheduling and allotting would be a herculean task. M Dayanand, general secretary, Auto & Motor Welfare Association, Greater Hyderabad says, “Already the RTA offices where fitment of HSNP takes place is crowded.
The government should have started the process for fitment of old vehicles two years ago. I only hope there is proper vehicle scheduling and planning.” The contractor has set up 49 centres in the 10 districts with embossing stations in ten places. The empty plates are brought from the manufacturing plant in Himachal Pradesh. The challenge would be to complete the process and simultaneously not lag behind with the new vehicles.
There are 74 lakh old vehicles in Telangana state out of which 60,70,632 are in Hyderabad and Ranga Reddy district.
