Vundavalli questions Lok Sabha’s passage of AP Reorganisation Act
President Pranab Mukherjee was on Thursday petitioned by a former Congress MP Vundavalli Arun Kumar, to intervene and ensure that appropriate remedial action be taken to ascertain whether the AP Reorganisation Bill adopted by the Parliament was in accordance with law.

New Delhi: President Pranab Mukherjee was on Thursday petitioned by a former Congress MP Vundavalli Arun Kumar, to intervene and ensure that appropriate remedial action be taken to ascertain whether the AP Reorganisation Bill adopted by the Parliament was in accordance with law.
Arun Kumar who met the President on Thursday, in his memorandum said that going by the verbatim proceedings of the Lok Sabha recorded by the Lok Sabha reporters one would find that the Reorganisation Bill had not been passed at all in the 15th Lok Sabha.
Presenting him with the final copy of the proceedings of the 15th Lok Sabha held on February 18, 2014 between 3 p.m and 4.24 p.m till finally the Speaker announced that the Bill was passed and adjourned the House, he pointed out that the way the division was conducted was an injustice to the people of Andhra Pradesh.
The Bill was not passed according to the established Parliamentary procedure and conventions laid down in the Article 100 of the Indian Constitution, he said.
Handing over a copy of the book he has written detailing the passage of the Bill, he said though the bi- furcation process could not be undone, justice could be rendered to AP by correcting the illegalities committed by the then ruling UPA coalition in passing the Bill without the amendments proposed.
As a Constitutional head of the country, the President should get the matter examined and remedial action or measures be initiated to uphold the values and traditions enunciated by the founding fathers of the Constitution, he pleaded.
Arun Kumar said a careful study of the same proved that non-compliance of the Business Rules of Lok Sabha and Rajya Sabha was premeditated.
