The state government had constituted Justice Manjunatha Commission last year to consider the issue. Though the government had earlier announced that the commission report would be submitted within nine months, there is no sight of it even after 16 months.

With the by-election for the Nandyal assembly seat round the corner, the ruling TDP organised a meeting with elected representatives and other leaders of the community to mollify them. "The commission report will be submitted soon and the cabinet will approve it. And then we will send it to the Centre seeking reservation for Kapus in education and jobs," the Chief Minister said.

"I will take responsibility for ensuring social justice and extend reservation to Kapus. We have already initiated a number of programmes for their welfare through the Kapu Corporation," Naidu maintained. “I know my responsibility. I will fulfill my promise. There is no need to remind me the Kapus reservation.

I promised reservation to Kapus after directly seeing their financial conditions during Padayatra,” the CM said. He welcomed the new proposal of Kapu legislators and senior leaders who said they need reservation only in employment and education. The CM said the government would also construct Kapu Bhavans in various districts across the state.

He lamented that the then Congress government led by YS Rajasekhar Reddy did not release Rs 40 lakh amount for enumeration work. Deputy Chief Minister N Chinarajappa, Ministers Kala Venkata Rao, P Narayana, MPs Avanthi Srinivasa Rao, Thota Narasimham, Thota Seetharama Lakshmi, MLAs Jyothula Nehru, MLC Chikkala Ramachandra Rao, several former ministers, MLAs and Kapu leaders were also present.
