Uniform service rules for teachers become reality
The uniform service rules (USR) covering school teachers under the managements of panchayat raj and the stage government became a reality in the state on Wednesday after a long wait with the AP government issuing GOs (Ms No. 72, 73 and 74.
Vijayawada: The uniform service rules (USR) covering school teachers under the managements of panchayat raj and the stage government became a reality in the state on Wednesday after a long wait with the AP government issuing GOs (Ms No. 72, 73 and 74.
The GO 72 is an executive order meant to bring the Presidential orders in favour of the USR into force while the remaining two GOs bearing Ms. Nos 73 and 74 are meant to cover teachers in gazetted as well as non-gazetted ranks. Releasing the GOs at a media conference here, Human Resource Development Minister Ganta Srinivasa Rao described the moment as a ‘landmark’ in the history of school education and the result of a long-drawn efforts by the government that went into realisation of the USR by securing the President’s assent.
The venue wore a festive look with the leaders of several teacher organisations who waged prolonged legal battles for uniform service rules were in jubilation, showering praises on Chief Minister N Chandrababu Naidu and the HRD minister.
MLCs Katti Narasimha Reddy, A S Rama Krishna, Srinivasa Naidu were present on the occasion. With the release of GO, the legal battle to bring the teachers working under the panchayat raj and the government managements under a single umbrella came to an end.
The measure is expected to bring 1.8 lakh teachers working in government and panchayat raj schools under common service rules.
In the absence of uniform service rules, the teachers working under panchayat raj management continued to be at the receiving end in promotions even as their counterparts under government management tend to go up the echelons of higher official positions up to regional joint director by the time of their retirement. It is a gone history now as the USR provides for a level playing for the teachers under both the categories.
The new service rules make way for promotion of teachers from the two managements as MEOs, DEOs and DIET teachers The minister said it became a reality only due to passage of resolutions in the AP state Assembly and Legislative Council passed resolutions, while thanking the CM, MLAs and MLCs for their unstinted support in the endeavour.
