Kadapa: In a major relief to the small and marginal farmers as well as revenue officials, the State government is going to introduce an innovative concept called ‘Bhudhaar’ to prevent land encroachments.

This concept is already in existence in Srikakulam and Krishna districts and it would be implemented in all districts most likely from July, according to sources. When compared to other districts, the encroachment of either government or private lands by the land sharks is rampant in Kadapa district.

On every Grievance Redressal Day, which is held on every Monday, the district administration is receiving 75 per cent of the petitions from the public relating to land encroachments, absence of borders on their lands, multiple registrations, non-issuance of passbooks, non- availability of information online, and the revenue officials being forced to resort to laborious exercise in finding solutions.

There are several such instances of state government taking pains to free the assigned lands from the grabbers. Especially, this kind of situation prevails with the lands relating to the Endowments department as they were under the control of local landlords for several decades.

After discussing the land issues with the higher officials, Chief Minister N Chandrababu Naidu has adopted an innovative concept naming it as ‘Bhudhaar’ to prevent the illegal occupation of lands. Under this new concept, a 11-digit number will be issued to every land owned by the farmers along with his name.

The same number would be mentioned in the land revenue records of respective panchayats and municipalities. Suppose the land belongs to a farmer, the 11-digit code should be issued with his name similar to an Aadhaar number. As it belongs to the State government, it should be registered after getting attested by the MRO of the respective mandal.

Once the ‘Bhudhaar’ number is assigned to the farmer, it will be officially declared as an undisputed field as the land-grabbers automatically loses the rights on that particular land even if he approaches the courts. The original beneficiary need not go around the government offices or courts frequently to prove his legal rights. Without submitting documents, he can get justice just specifying the ‘Bhudhaar’ number.
