The Supreme Court on May 26 asked the Centre to formulate a national policy for providing adequate relieves to rape survivors as setting up of a separate fund like the \'Nirbhaya fund\' was not enough and amounted to \"just a lip service.\"

The Court also issued notice to the Centre, all states and Union Territories and sought their responses on the effective implementation of Section 357(A) of the CrPC and status of victim compensation schemes, along with the number of victims of rape who have been compensated.

The Nirbhaya Fund was announced by the government in its 2013 Union Budget with a corpus of Rs 1,000 crore. This fund was expected to support initiatives by the government and NGOs working towards protecting the dignity and ensuring safety of women in India. In April 2015, the government made the women and child development ministry (WCD) the nodal agency for the Nirbhaya Fund in place of the Home Ministry.

The Nirbhaya Fund now has a total amount of Rs 3,000 crore. Earlier in 2014-15 and 2015-16, Rs 1,000 crore each was allocated to the Rs 1,000 crore initial corpus. The Government of India has set up a Central Victim Compensation Fund under the Ministry of Home Affairs for assisting & supporting Victim Compensation Schemes of States/Union Territories with an initial corpus of Rs. 200 crore under the “Nirbhaya Fund.”

The Scheme shall give matching support to States/UTs for victims compensated on various grounds such as loss and death with respect to acid attack, rape, human trafficking, physical abuse of children, women victims of cross-border firing suffering permanent or partial disability or death etc.

Funds amounting to Rs 10.71 crore have been released in respect of One Stop Centre and an amount of Rs 13.92 crore has been sanctioned for Women Helpline to the States/UTs. The Ministry of Railways has sought Rs 500 crore under the fund for setting up an Integrated Emergency Response System.

Telecom Commission on March 28, 2016 accepted recommendation by Telecom Regulatory Authority of India (TRAI) for making 112 as single emergency number for all services like police, fire and ambulance in the country. However, current emergency contact numbers like 100 for the police, 101 for the fire department, 102 for ambulance are to be continued for a year.
