According to a survey conducted by the District Education Department officials, as many as 127 teachers belonging to the district have produced false PHC certificates and submitted them to the officials of the Education Department s asking them to provide special benefits.

Alerted district administration began efforts to punish the guilty teachers. However, the court stalled the education department’s plans to recover the amount collected illegally by the teachers.

With a view to get Rs 2,000 per month towards special allowance and other benefits, a total of 350 teachers had produced bogus physically handicapped (PHC) certificates issued by the doctors in Sadaram camp conducted by the State government.

Besides the special allowance, teachers suffering from physical disabilities would be given first priority to choose the place during the time of transfers.
Suspecting a conspiracy behind the production of PHC certificates by teachers, some of the teachers complained to the Director of School Education in the year 2014.

Based on the instructions from the higher authorities, District Education Department officials conducted an enquiry and found that 127 teachers produced fake documents. They did not have any physical disorder.

Equipped with strong evidence, the district officials issued orders to the Mandal Education Officers (MEOs) asking them to recover the amount that had been obtained by the teachers.

Enraged over the authorities’ move, some of the teachers approached the court which found fault with the Education department for issuing orders for recovery without cancelling the PHC certificates issued by the Medical and Health department. Surprised over the court’s quarry, education department authorities were consulting with the district medical and health department officials to cancel 127 PHC certificates issued in Sadaram camp.

Speaking to The Hans India on Tuesday, District Education Officer S Srinivasa Chary informed that he wrote a letter to District Coordinator of Hospital Services by consulting with District Medical and Health Officer. The issue became complicated as the earlier officers issued orders for recovery without taking opinion from experts.

Stating that there were some genuine teachers, DEO said they were referring the teachers for Sadaram camp if anybody approaches them to prove their genuineness.
