Hyderabad: The All India Students Federation (AISF) along with Telangana AISF wing has come out strongly against the recently introduced anti-ragging Amendment on Curbing the Menace of Ragging in Higher Educational Institutions Regulations, 2016 stating that it was not comprehensive enough and needs to be more accountable and transparent.

There is no anti-ragging mechanism in any of the universities in the State and the AISF has called for the setting up of one immediately. AISF president and Telangana Wing Head Syed Valihulla Kadhri said, "There are many points in amendment that need to be reviewed for ensuring harmonious environment in every educational campus of universities. We urge the University Grants Commission (UGC) to call for an all students organizations meeting at the earliest to revaluate and expand the amendment for betterment of students.”

Previously, ragging was constrained only to teasing and causing physical spoil of different kinds. Following the new amendment, for instance, ragging a scholar from the Northeast on the grounds of ethnicity can now lead to eviction or other penalties in higher educational institutions.
AISF also demanded for setting up a toll free number, women counseling centres in all the college campuses and comprehensive predefined punishment to ensure in punishing the culprit.

"If this amendment is not reviewed in future, it could lead to negative tone between students on the basis of regions. We also oppose the UGC's over activism in forming such anti-ragging rules as the rules must be made by an act of legislative body where there is a chance of debating the issue in detail," he added.

National Executive Member of AISF and Research Scholar of Osmania University Stalin said, "First of all, we demand the setting up of anti-ragging mechanism as early as possible which has been missing for the last six years despite having specific rules.

The specific definition of racial and regional harassment is missing from the amendment and it needs a specific clarity on these subjects." “We also demand every educational campus should have the comprehensive predefined punishments against ragging to ensure transparency in punishing the accused," Stalin added.
