NLUM panel to visit Telangana on June 5-6
The Supreme Court appointed committee on the implementation of National Urban Livelihood Mission (NLUM) would visit the State on June 5 and 6 to study the steps taken by the municipalities in providing shelter to the homeless.
Hyderabad: The Supreme Court appointed committee on the implementation of National Urban Livelihood Mission (NLUM) would visit the State on June 5 and 6 to study the steps taken by the municipalities in providing shelter to the homeless.
The committee, headed by Justice Kailash Gambhir, retired Judge, High Court of Delhi; and members Neeraj Kumar Gupta, a retired officer of Delhi Higher Judicial Service and joint secretary of Ministry of Housing and Urban Poverty Alleviation would visit the State.
The Committee, along with other officials, would conduct physical verification of the available shelters for urban homeless. It would also examine whether the shelters are in compliance of the guidelines for the scheme of Shelter for Urban Homeless under the NULM; inquire into the reasons for slow progress and about non-utilisation or diversion of the funds allocated for the scheme.
It would give suitable recommendations to the State Government to ensure that at least temporary shelters are provided for the homeless in the urban areas.
The Municipal Administration commissioner TK Sridevi said the municipal commissioners should complete the construction or refurbishment of shelters immediately that are already sanctioned and provide all basic amenities at the shelters.
They should ensure that all the basic amenities like beds, lockers, kitchen utensils, water (for drinking and sanitation), electricity, toilets, first aid kit etc. are available in the existing shelters .
The commissioners of municipalities should see that all the homeless persons in the ULBs are mobilised to the existing shelters. They should ensure all the registers and records are maintained and updated .
They must see that all homeless persons, living in shelters are given priority under various schemes and government programmes like issue of Epic cards, pensions, BPL, PDS and Annapurna cards, bank accounts, ICDS services, admission to schools, insurance schemes, housing, free legal aid, medical facility etc.
ULB officials should submit the proposals (DPR) for construction and refurbishment of new shelters based on survey already conducted and submit the utilisation certificate for the amounts utilised for construction and refurbishment and operation and maintenance till now, so as to enable the CDMA to release balance funds, she added.
