All the municipalities in the State have been directed to do away with the manual processing of various applications related to the services being provided by the municipalities as part of implementing the ‘Ease of Doing Business’ (EoDB).
Hyderabad: All the municipalities in the State have been directed to do away with the manual processing of various applications related to the services being provided by the municipalities as part of implementing the ‘Ease of Doing Business’ (EoDB).
Giving instructions in this regard, the Commissioner and Director of Municipal Administration TK SridevTK Sridevi i directed the Municipal Commissioners here on Wednesday to provide various services through online only.
The Commissioner said that the CDMA has launched the mobile app ‘Citizens Buddy’ to provide online services to the people. She said that services like giving right of way (including road cutting) permission for electricity connection, granting trade license, mutation of land or properties, assessment of property tax on land and buildings, giving advertisement license, uploading of inspections report with reference to inspection undertaken for building plan approval, final completion cum occupancy certificate, inspections during construction stage of buildings should be done in a time bound manner.
She said that the Department of Industrial Policy and Promotion, Government of India told the State government to take up Business Reform Action plan for improving Ease of Doing Business for the year 2017 through a single-window system.
The Commissioner of Industries who is the nodal officer for ‘Ease of doing Business’ said that the Business Reform Action Plan mandated that services should be provided through an end-to-end online system with the provision of filing, tracking, payment and getting final approval certificate. The COI has requested not to entertain any manual or offline application and guide the entrepreneurs in filing the applications for the above clearances, she added.
According to a recent government order, the municipalities should take documents of building plan, occupancy certificate, land use, etc. required to process the application for issue or renewal of trade license, from their own records.
The applicant is supposed to provide documents of identity proof with photograph such as Aadhaar Card in case of individual and PAN or Incorporation Certificate in case of Business, lease deed and legal occupancy certificates manually.
The assessment of the State performance on EoDB will depend on the usage of the systems and feedback obtained from the user of systems. The COI has requested to dispense the manual system of issuing approvals, guide users in filling applications under the newly developed systems and take necessary steps for awareness on the system developed by the departments among the stake holders through meeting, workshop or seminars.
