Hyderabad: At the height of separate statehood movement, a section of people, including the intelligence wing, raised a skeptical eye that Telangana would become a haven for the left-wing extremism (LWE) if the state is bifurcated.

However, three years down the line, it’s other way round. The latest report of the Ministry of Home Affairs (MHA) makes it clear that the Maoist insurgency in Telangana witnessed a downward trend while the neighbouring Andhra Pradesh continues to face a bit of headwinds.

According to the MHA, there is a decline in the overall trend in violence across the LWE-affected 106 districts spread across 10 states for the last six years. The number of violent incidents has come down by 53 per cent in 2016 compared to 2010 and 72 per cent in resultant deaths.

Since the formation of Telangana in 2014 to August 15 this year the new state has witnessed 32 incidents of LWE violence in which seven civilians/personnel of security forces lost their lives.

It may be noted here that since 2016 to till date, no death is reported though seven incidents took place. On the other hand, the Andhra Pradesh witnessed 86 violent incidents resulting in the death of 22 civilians/security personnel during the same period.

In all, between 2010 and 2017 (August 15), the country has witnessed a gradual decline in the number of violent incidents. While the number of incidents in 2010 was 2,213, it came down to 1,048 by 2016, so was the death toll from 1,005 to 278. During this period, around 2,457 civilians (majority of them were tribals) and 930 security force personnel have been killed by the Maoists.

Meanwhile, the number of encounters has gone up from 272 in 2010 to 328 in 2016. The overall trend based on number of LWE cadres killed, arrested, surrendered, the number of arms training camps and Jan Adalats held reflects that the MHA has been able to keep a tab on the banned outfits in a holistic manner by adopting multi-pronged strategy such as Security Related Expenditure Scheme providing funds to LWE affected districts for recurring expenditure relating to operational needs of security forces.
