Hyderabad: Barring a few, all the 30 important departments have failed to conduct the customary post-budget meetings this year to prepare a blueprint for the execution of various schemes and spend allocations in a planned manner in the four quarters of the new financial year which began on April 1.

The only departments that held meeting and analysed the budget allocations in 2018-19 financial year were state Irrigation and Municipal Administration and Urban Development departments headed by T Harish Rao and KT Rama Rao respectively.

As per the official procedure, all ministers of the departments concerned will have to chair a meeting with the Secretaries and heads of the departments and review the allocations made under each head in their respective department in the budget in the second week of the first month of new financial year.

Based on the outcome of the meeting, the ministers will prepare a yearlong plan of action under which the department will utilize the funds. The same plan will also be forwarded to State Finance department and inform the requirement of funds every quarter.

Almost all departments, including the important BC, SC, ST and Minorities and Housing, Panchayat Raj and Rural Development which are directly related to people did not conduct meetings neither by ministers nor Secretaries or heads of the departments. Irrigation and Municipal Administration departments have only forwarded proposals for the release of funds to Finance department in a detailed manner.

All the other departments are yet to send their plan. In fact, the traditional post-budget meetings convened by the ministers were on the decline for the last two years. After the formation of Telangana State in 2014, such meetings were held in the first two financial years. Later, the meetings are limited to a few departments only.

Officials said that due to failure in conducting the post-budget sessions, the ministers and secretaries were not aware of the developmental and welfare programmes executed in time. "Many schemes could not be taken up in time. As a result, funds are not released on priority basis to the schemes by the Finance department.

This failure in conducting the meetings also widens the rift between Finance and other departments. Lack of coordination will lead to delay in implementing the programmes," an official said.
