Amaravati: Andhra Pradesh is seeking to convert its investment pipeline into a broader industrial expansion under the ‘Build AP’ strategy, with Chief Minister N Chandrababu Naidu pitching the state’s project pipeline, policy changes and sector-specific infrastructure to investors at the CII Partnership Summit-2026 Curtain Raiser.
Addressing industrialists alongside Central Commerce and Industry Minister Piyush Goyal in New Delhi on Thursday, Naidu said the state had secured Rs 22 lakh crore of investments in the past 28 months, while MoUs worth Rs 13.50 lakh crore were signed at last year’s Partnership Summit. The government, he said, was now focused on creating conditions for faster execution across agriculture, manufacturing and services.
The investment pitch was anchored by projects involving major companies. Naidu said Google was setting up a 1 GW data centre and ArcelorMittal was establishing projects in the State. He said the industrial incentives escrow account would be launched on November 12 and 13, providing a mechanism for implementing the government’s investment commitments.
Policy deregulation is also being positioned as part of the investment strategy. Naidu said the NALA Act had been repealed, removing what he described as an impediment to investments. The government was adopting a ‘Speed of Doing Business’ approach and would immediately implement policies that contribute to economic growth.
The State is simultaneously assembling sectoral investment clusters. Agreements have been signed for 110 GW of green-energy generation against the State’s 500 GW target, while a Green Energy Transmission Corridor is planned. Mazagon Dock Shipbuilders has proposed a shipbuilding centre at Dugarajapatnam and Goa Shipyard a facility at Machilipatnam.
Drone and electronics clusters are being developed at Tirupati, Lepakshi and Kopparthi. Naidu said the Defence Ministry had initiated a fifth-generation fighter jet project in Rayalaseema, adding a strategic manufacturing component to the State’s industrial plans.
Technology is another pillar of the investment strategy. The State is deploying AI-based systems, including Data Lake, for faster decision-making and GST administration. Naidu said curriculum was being redesigned from the school level to prepare students for AI and industrial and commercial sectors. Quantum computing activities in Amaravati are expected to begin in February next year, while a Global Leadership Centre is also being developed.
Naidu also linked industrial expansion to infrastructure and resource security, pitching the interlinking of the Godavari, Krishna, Pennar, Tungabhadra and Cauvery rivers as a way to address water shortages across Andhra Pradesh, Karnataka and Tamil Nadu. Rayalaseema is being developed as a Global Horticulture Hub, while the State aims to emerge as a gateway to Southeast Asia.
While highlighting the opportunities in the blue economy, he said Bhogapuram International Airport has become operational, while coastal destinations such as Suryalanka are being promoted.
Naidu sought Union government support for an international-standard convention centre for hosting CII Partnership Summits. He also cited Central assistance for Polavaram and Amaravati capital development and approval for semiconductor units in Visakhapatnam and other parts of the State.
Union Commerce and Industry Minister Piyush Goyal said Andhra Pradesh had a crucial role in India’s development journey and highlighted its historic maritime trading links. He pointed to the upcoming Google data centre in Visakhapatnam and the Quantum Computing Valley in Amaravati as examples of the State’s emerging investment profile.
Goyal said the Centre and States were working as “Team India” to leverage investment opportunities and backed Andhra Pradesh’s positioning as a Sunrise State.
