Amaravati: The Andhra Pradesh Cabinet, chaired by Chief Minister N Chandrababu Naidu on Wednesday, approved a series of major investment, infrastructure, energy and governance measures, including investment proposals worth Rs 22,177.84 crore expected to create 19,739 jobs across the state.
The biggest industrial project is an Rs 8,000-crore brownfield shipbuilding and ship-repair facility by Goa Shipyard Limited (GSL) at Machilipatnam Port. The Defence Ministry undertaking will get 400 acres, including about 1.7 km of waterfront, and will build defence, Coast Guard, commercial and export vessels besides undertaking ship repairs. The project is expected to create 3,000 direct and 5,000 indirect jobs over five to eight years. A special incentive package of about Rs 2,324 crore has been approved.
The Cabinet also cleared incentives for My Home Industries’ greenfield cement plant in Palnadu, Caterpillar India’s facility at Sri City and MAF Clothing’s garment plant at Kuppam. 250 acres was approved for expansion of Dalmia Cement’s plant in YSR Kadapa to 9.60 MTPA. Expansion and implementation proposals involving LG Electronics, Akshat Greentech’s 3.6 GWp TOPCon solar plant, and other industries were also cleared.
A major energy decision was approval to procure 1,344 MW/10,752 MWh of ISTS-connected pumped-storage capacity from SECI for 40 years, besides 500 MW from eligible pumped-hydro projects for four years through competitive bidding.
According to Minister for Information & Public Relations K Parthasarathy, the state will procure power at Rs 3.75 per unit, against open-market purchases that can reach Rs 10 per unit. The Cabinet also approved renewable projects including a 675-MW solar project in Sri Sathya Sai district, solar and hybrid projects in YSR Kadapa and Kurnool, and a compressed biogas plant in Nandyal.
The Cabinet cancelled the 2,000-MW Kommuru pumped-hydro project allotted to Megha Engineering and approved a Rs 2,500-crore Sagarmala Finance Corporation loan to APIIC for industrial infrastructure at Mulapeta, Ramayapatnam, Naidupeta, Durgarajapatnam and the Critical Mineral Processing Park at Burugupalem.
The government approved new police commissionerates at Tirupati, Guntur, Kurnool and Rajamahendravaram, headed by IGP/DIG-rank officers with Executive Magistrate powers under Section 14(6) of the BNSS. Their zones will correspond broadly with existing revenue and police jurisdictions, with Guntur having four zones, Tirupati four, Kurnool two and Rajamahendravaram three. The commissionerates will be created by redeploying existing sanctioned police strength.
The Cabinet raised the Amaravati Critical Infrastructure and Investment Plan sanction from Rs 904 crore to Rs 1,548.98 crore, covering water, sewerage, storm-water drainage, roads and 2,597 streetlights. It separately sanctioned Rs 661 crore for the Assembly building, cancelling the earlier Rs 798-crore sanction.
The Cabinet amended land-pooling rules to provide minimum annual annuity to eligible farmers contributing less than one acre and ratified Rs 5.04 crore paid to 1,304 LPS landowners.
