Amaravati: Chief Minister Nara Chandrababu Naidu on Friday put the bureaucracy on a leash for quicker performance, while requiring that Ministers, secretaries and collectors clear files expeditiously.
He warned that administrative delays would no longer be treated as routine.
Addressing the second day of the Collectors’ Conference, the Chief Minister praised officials clearing files within two days, but said those completing them within hours deserved special appreciation. Ministers taking up to four days, he said, should accelerate the process. Naidu took exception to the absence of some officials from the conference and directed chief secretary G Sai Prasad to seek explanations. In a move aimed at bringing greater accountability among senior bureaucrats, he announced a 360-degree assessment of IAS officers, based on feedback from all stakeholders.
The Chief Minister ordered every department to shift completely to online file management within a month, warning that continued reliance on manual files would be viewed seriously. A report on manual file handling is to be submitted within the deadline. Naidu said governance could not be improved from offices alone and directed collectors to visit villages four times, MLAs to tour their constituencies, and mandal-level officials to remain in the field. Details of visits must be submitted, with the same mechanism extended to municipalities. He said he personally reviews grassroots issues through RTGS every Monday.
Technology, he said, must become the backbone of administration. Departments have been asked to adopt Deep Tech and AI Stack, ensure reliable information in the Data Lake, and explore Legal AI Stack to tackle mounting court cases.
On land disputes, Naidu said the NDA coalition government was resolving cases inherited from both recent and decades-old disputes. In all, 232 long-pending cases involving about Rs 5,000 crore and 31,000 acres have been settled, he said. He cited the 120-year-old Ambajipeta ground-rent dispute as an example and ordered corruption-free disposal, public awareness, and blockchain protection for resurveyed lands. Real-time integration is to begin from November 1.
The Chief Minister directed expansion of PM Sethu skill programmes, use of CSR funds, constituency-level job fairs and stronger industry-ITI-polytechnic linkages. As many as 4.98 lakh youth have registered on the skill portal. He ordered AI skills for students and school safety audits under the Akshara Andhra goal of 100 per cent literacy by 2027.
Guntur’s second rank nationally in Swachh Vayu Survekshan and five national-level urban awards carrying Rs 1.05 crore were highlighted.
As for the power sector, collectors were told to push Surya Ghar rooftop installations, PM-KUSUM solarisation and 47 MW rooftop capacity across 2,932 school buildings in 28 districts. The state is also examining pumped storage and battery storage. Naidu said average power purchase cost fell to Rs 4.97 per unit in 2025-26, saving Rs 0.23 per unit, with no tariff hike for consumers in two years.
