Amaravati: Chief Minister N Chandrababu Naidu has directed collectors to ensure that welfare schemes do not encourage the fragmentation of joint families, making the family unit the basis for future benefit delivery.
On the second day of the Collectors’ Conference on Friday, Naidu said existing joint families should not be split into smaller units merely to let its members obtain additional ration cards or pensions.
He ordered family mapping before sanctioning new pensions, while ensuring that existing beneficiaries are not disturbed and eligible new beneficiaries are covered.
The Chief Minister said this was the government’s policy and all welfare schemes and action plans must be aligned with it. Every family member should receive five kg of ration rice, he said, calling for a system through which families could access comprehensive benefits as a unit.
Naidu said the state had spent Rs 1.5 lakh crore on welfare, including Rs 75,000 crore on pensions, but welfare should now move towards reducing economic inequality and raising living standards through a “Welfare to Empowering Families” approach. Naidu directed the Society for Elimination of Rural Poverty (SERP) and the Mission for Elimination of Poverty in Municipal Areas (MEMPA) to expand the ‘One Family, One Entrepreneur’ programme, under which five lakh women are being groomed as entrepreneurs. Collectors were told to identify shortcomings in welfare schemes and develop best-practice models. Quality products and better education must be ensured for students in hostels, he underlined.
The Chief Minister asked collectors to turn the P4 programme into a mass movement, rather than treating it as a formal government programme. Naidu directed officials to institutionalise key programmes on fixed days: ‘Service to the Poor’ on the first of every month, ‘Mee Bhoomi–Mee Hakku’ on the ninth for land records, ‘Swachhandhra-Swarnandhra’ on the third Saturday for cleanliness and ‘Sanjeevani’ on the fourth Saturday for digital health records. The Chief Minister said building a healthy society, including tackling anaemia among women and children, was central to the Vision 2047 agenda. Collectors were told to prepare plans to generate revenue from Waqf properties and complete unfinished Kapu Corporation buildings. Responding to Minister Atchannaidu’s request for ST grant of status to the Yanati Konda community, Naidu said the power to include communities in the ST list rests with the Centre. However, he directed officials to extend benefits applicable to ST communities to Yanati Konda people meanwhile, on the lines of the benefits provided to the Budaga Jangala community.
