The Andhra Pradesh government appoints former chief secretary Dinesh Kumar as the 12th Pay Revision Commissioner to fill the vacancy left by Dr. Manmohan Singh, with a one-year deadline to submit its report.

Amaravati: The Andhra Pradesh government appointed retired IAS officer Dinesh Kumar as the Pay Revision Commissioner for the 12th Pay Revision Commission (PRC), filling the post that had remained vacant following the resignation of Dr Manmohan Singh, who was initially appointed to head the commission.
The government had constituted the 12th PRC and appointed Manmohan Singh as its chief, while also specifying the commission’s terms of reference. It subsequently issued orders prescribing the terms and conditions of his appointment. However, after accepting his resignation, the government was left without a commissioner to head the panel.
After examining the matter, the government has now appointed former chief secretary Dinesh Kumar as the new Pay Revision Commissioner. His terms and conditions of appointment will be issued separately.
The government order said the 12th PRC would continue to function under the existing terms of reference. The commission will prescribe its own procedure for receiving representations, examining issues and calling for information from various departments.
The Secretariat departments and Heads of Departments have been directed to provide the commission with the required information and extend necessary cooperation and assistance.
The commission will ordinarily function from Velagapudi, though it can tour within or outside the state if necessary. The government has given the commission one year from the date Dinesh Kumar assumes charge to submit its report.
The appointment has been welcomed by employee organisations, which had been seeking early action on the issue.
