Hyderabad: Senior IAS officer Shri Ravi Gugulothu assumed charge as Secretary of the Telangana Social Welfare Residential Educational Institutions Society (TGSWREIS) at the organisation's Head Office at DSS Bhavan, Masab Tank, Hyderabad, on Monday.

He formally took charge from FAC Secretary Smt Kambhampati Sharada.

On the occasion, officials and employees of the Head Office welcomed Shri Ravi with bouquets and potted plants. He subsequently interacted with officers and staff of various sections and familiarised himself with the functioning of the organisation, besides seeking details of their respective duties, responsibilities and key operational issues.

*Secretary personally inspects all sections*

Soon after assuming charge, Shri Ravi personally visited and inspected all sections of the Head Office. He interacted directly with officers and staff, enquiring about their responsibilities, issues being faced by them and matters pending at various levels.

He emphasised that the functioning of the Head Office should not remain confined to the movement of files, but should remain closely linked to the quality of services and facilities being delivered to students at the field level.

*Special focus on student welfare systems*

The Secretary made a detailed enquiry into the functioning of various systems established for the welfare of students.

He sought details of the United Welfare Hostel Management System, including the process of student enrolment, maintenance of student records and the manner in which services being provided to students are monitored through the system.

He also reviewed the functioning of Phone Mitra, enquiring about the number of students who contact the service on a daily basis, the manner in which their concerns are recorded and the action taken to address grievances after they are received.

*Continuous monitoring of grievance redressal*

Shri Ravi directed officials to ensure that grievances received from students, parents and other stakeholders are systematically recorded and followed up with appropriate action.

He also enquired about the provision of counselling support, wherever required, in addition to administrative intervention. He stressed the need for a responsive mechanism under which the concerned section acts promptly, depending on the nature and urgency of each grievance.

*Review of Support Team functioning*

The Secretary also reviewed the functioning of the Support Team, which provides assistance, guidance and counselling to students in the residential institutions.

He sought details of how the team interacts with students, identifies their concerns, provides counselling and follows up on issues requiring intervention.

He stressed the importance of providing timely support to safeguard students' well-being, ensure their emotional security and promote their educational progress.

*PMU Cell, RTI and Prajavani matters reviewed*

Shri Ravi reviewed the functioning of the PMU Cell and sought details of applications received under the Right to Information Act, including the number of applications received so far, their disposal status and matters pending at various levels.

He also reviewed grievances received through Prajavani, the action being taken on them and the mechanism followed for resolving the issues raised by the public.

He directed officials not to ignore public grievances and to examine every matter in accordance with the applicable rules, ensuring that issues are resolved at the earliest possible opportunity.

*Special attention to court cases*

The Secretary also reviewed cases pending before various courts in connection with the organisation.

He sought details regarding the nature of issues giving rise to litigation, the present status of cases and the steps being taken towards the resolution of pending matters.

He instructed officials to maintain court-related records systematically and ensure effective coordination in all legal matters.

*Secretary patiently hears visitors' grievances*

Shri Ravi also interacted with visitors who had approached the Head Office with various requests and grievances. He patiently heard their concerns and sought details of the issues raised.

The representations included matters relating to retirement benefits, service-related issues, requests concerning seats, reinstatement following suspension and other staff-related concerns.

After hearing them, the Secretary directed the concerned officials to examine the matters in accordance with the rules and take appropriate action.

*Student welfare remains the primary objective*

Shri Ravi directed officials to ensure continuous monitoring so that students in residential educational institutions are provided with a conducive learning environment, quality accommodation, sanitation, safety, healthcare and nutritious food.

He emphasised the need to regularly assess students' requirements and work towards their academic advancement, personality development, welfare and overall well-being.

He said the organisation's larger objective should be to nurture students and equip them to attain higher levels of achievement, while keeping in view the hopes and aspirations that parents place in their children's education and future.

He further directed officials to ensure that issues emerging at the field level are communicated promptly to the Head Office and addressed through coordinated action.

*Review meeting with HODs; directions on key issues*

Later, the Secretary held a review meeting with the Heads of Departments (HODs) of various wings of the organisation.

The meeting discussed, in detail, department-wise pending matters, administrative issues, student welfare concerns, field-level challenges and the measures required to address them.

Shri Ravi directed officials to accord priority to efficient administration in accordance with Government guidelines, stronger coordination among departments, expeditious disposal of pending matters and continuous monitoring of the performance of residential institutions.

He called upon officers and staff to work collectively in pursuit of the objectives of the organisation and contribute towards further strengthening the reputation and effectiveness of TGSWREIS.

Smt Kambhampati Sharada, Joint Secretary; Shri B. Sakru Naik (Academic); Dr B. Vijayalakshmi, Additional Secretary (Finance); Shri B. Pramod Kumar, Deputy Secretary; Dr P. Snehalatha, OSD (Higher Education); and officials and staff from various departments were present.
