Karimnagar Rice Millers Seek Urgent Relief on Milling, CMR Issues
Karimnagar: The Karimnagar District Rice Millers Welfare Association has urged the District Collector to address issues affecting paddy milling and Custom Milled Rice (CMR) deliveries for the 2025-26 Rabi and Kharif seasons.
The millers said they had been supporting government procurement and PDS rice supply but were facing difficulties due to the quality of Rabi paddy, high broken rice and damage levels, paddy shortages, inadequate FCI storage and delays in CMR lifting.
The association sought a separate boiled rice target for Rabi 2025-26 and an Out-Turn Ratio (OTR) based on actual milling recovery. It also requested that losses caused by moisture, natural degradation, sortexing and heavy rains be considered during physical verification.
The millers sought a scientific assessment of OTR based on CFTRI and Mysore test-milling results and actual recovery. They also appealed for a One-Time Settlement (OTS) for mills that defaulted after failing to achieve the 67% OTR.
According to the association, around 2.5 lakh MT of Rabi paddy and 1 lakh MT of Kharif paddy are currently pending. It requested that existing stocks and CMR accounts be cleared before new Kharif paddy is moved into mills, while ensuring that farmers face no disruption in procurement.
The association also sought adequate storage space in FCI warehouses and timely lifting of ready CMR and boiled rice. In view of rain-related damage, it requested an extension of milling and CMR delivery deadlines until November, or December if required.
It further sought timely payment of milling, drayage and custodian charges, along with a waiver of the 25% penalty and 12% interest imposed on rice mills.
On power charges, the association requested that rice mills with loads up to 200 HP be brought under the LT electricity category, including boiled rice mills.
The association urged the Collector to hold a meeting with district officials and rice millers to discuss the issues and find practical solutions. It assured that millers would continue to support the government paddy procurement and CMR system and seek relief on the pending issues.
