Vijayawada: The Andhra Pradesh Cabinet, chaired by Chief Minister N Chandrababu Naidu, has approved reservations for Backward Classes (BCs) in various local bodies based on the report of the commission headed by Rajiv Ranjan Mishra.
The decision is expected to provide BC representation in municipal wards, municipal chairperson posts, ZPTCs, MPPs, MPTCs, sarpanches and gram panchayat wards in NTR and Krishna districts. The decision paves the way for the State to move ahead with the long-pending local body elections.
The Cabinet finalised BC reservation percentages for eight categories, including gram panchayat ward members, sarpanches, MPTC members, MPP presidents, ZPTC members, ZP chairpersons, urban ward members and municipal chairpersons.
The quotas include 26.73% for gram panchayat ward members, 27.95% for sarpanches, 25.55% for MPTCs, 24.60% for MPPs and ZPTCs, 23.08% for Zilla Parishad chairpersons, 32.78% for urban ward members and 33.02% for municipal chairpersons.
The BC reservation for mayors has been fixed at 35.29%.
Based on the approved reservation percentages and the number of seats in the two districts, BCs are likely to get around 76 of the 230 urban wards in NTR district and 71 of the 216 wards in Krishna district.
These figures include wards in Vijayawada and Machilipatnam municipal corporations and other municipalities in the respective districts.
Among municipal chairperson posts, BCs are likely to get around one post in each district, based on the applicable quota and the number of municipalities. The mayoral posts of Vijayawada and Machilipatnam, however, fall under State-level reservation and will not be allocated separately on a district-wise basis.
In rural local bodies, NTR district has 16 ZPTC seats, 280 MPTC seats, 288 gram panchayats and 3,138 gram panchayat wards. BCs are likely to get around four ZPTC seats, 72 MPTC seats, 81 sarpanch posts and 839 gram panchayat ward-member posts.
The district may also have around four MPP chairperson posts reserved for BCs.
Krishna district has 26 ZPTC seats, 358 MPTC seats, around 491 gram panchayats and 4,780 gram panchayat wards. BC quota is likely to account for six to seven ZPTC seats, around 92 MPTC seats, 137–138 sarpanch posts and about 1,277 gram panchayat ward-member posts. Around six to seven MPP chairperson posts may also go to BCs.
Zilla Parishad chairperson posts in NTR and Krishna districts, like the two municipal corporation mayoral posts, are covered by State-level reservations. The figures are estimates based on the approved percentages; the exact allocation will be known after the government issues the official reservation roster.
On the other hand, the district authorities are ready to finalise reservations for SCs, STs, BCs and women in accordance with the State government’s guidelines. The reservations will be finalised after the government issues the gazette notification, following which officials of both districts will verify and work out the reservation details.
