TRAI has introduced new rules for voice- and SMS-only recharge plans. The move aims to give users more affordable choices without mobile data.
Voice-and-SMS plans must have a tariff reduction
Jio, Airtel and Vi must offer voice-and-SMS plans for shorter validity periods. These plans must cost less than comparable bundled packs.
A monthly renewal option will be available
Operators must provide at least one plan with monthly renewal. Users can renew on the same date each month, making recharges easier.
Longer-Validity Plans for Non-Data Users
The rules also require a longer-validity voice-and-SMS-only option. This could benefit elderly users, low-income customers and Wi-Fi users.
The news rules could take effect in October
TRAI finalised the changes on September 22, 2026, after receiving 1,132 stakeholder responses. An open-house discussion was also held before the amendment was finalised.
The new plans may save users money
The changes may help users avoid paying for unused mobile data. Savings will depend on the prices and plans launched by each operator.
28-Day Plans Won’t Disappear
The rules do not force operators to replace every 28-day pack with 30-day plans. Instead, they expand voice/SMS choices and introduce monthly renewal options.
