The Ministers of Home, Finance, Law and Water Resources will be part of the 10-member GoM (Group of Ministers) set up to go into the issues arising out of the bifurcation of Andhra Pradesh, like determination of boundary, sharing of assets and river water, among others.

Home Minister Sushil Kumar Shinde disclosed this to media persons on the sidelines of the ninth formation day celebrations of National Disaster Management Authority (NDMA) in New Delhi on Friday. He said the GoM would make its recommendations within six weeks and the Telangana Bill likely was likely to be introduced in Parliament in the winter session.

According to the terms of reference for the GoM, the Human Resource Development, Urban Development, Road Transport and Highways, Power, and Personnel Ministers, along with the Deputy Chairman of the Planning Commission, will be the other members of the high-powered body. The GoM will determine the boundaries of the new state of Telangana and the residuary state of Andhra Pradesh with reference to electoral constituencies, judicia cial and statutory bodies and other administrative units..

It will look into the legal and administrative measures required to ensure that both State governments function efficiently from Hyderabad, which is to be the common capital for the two states for 10 years. The GoM will take into account the legal, financial and administrative measures that may be required for transition to a new capital for the residuary state of Andhra Pradesh. It will look into the special needs of both states and recommend measures.

The GoM will also study issues related to law and order, safety and security to ensure peace and harmony in the region following the bifurcation. Besides, it will evaluate the long-term internal security implications arising out of the bifurcation and make suitable recommendations.

In the GoM, Home Minister Sushil Kumar Shinde who will be heading the Group, will examine the issues of safety and security of people of all the three regions who live in Hyderabad

Finance Minister P Chidambaram will look into the matters related to division of assets and liabilities and also tax matters and finances.

Minister of Law Kapil Sibal’s job is to work out mechanism of division and also make arrangements for use of existing High Court for both the states. The contentious issue of distribution of water resources will be addressed by the concerned Minister Harish Rawat. Human Resources Development Minister M M Pallam Raju (since resigned) will find out issues of educational opportunities available and how the concerns of students from residual Andhra Pradesh state are taken care of. Urban Development Minister Kamal Nath will examine Greater Hyderabad Municipal Corporation (GHMC) area and see arrangements for situation of common capital can be made for the other state. Road Transport Minister Oscar Fernandes will also work out arrangements of transportation facilities of the two states in the common capital. Power Minister Jyotiraditya Scindhia will take a comprehensive view of the power production, distribution, availability of inputs such as coal and gas and work out distribution of the same between the states of Telangana and Andhra Pradesh.

Ministry of Personnel is under the Prime Minister Manmohan Singh himself. So, on his deputation a minister will work out how the existing staff can be distributed between the two states.
