In a sad reflection of how the government functions, it has come to notice that a person has served in two government posts for 29 years in the district, without attracting anybody’s attention.

B Lakshmaiah, a resident of Vittalnagar here, cleverly handled two government jobs simultaneously in such a way that his act had gone unnoticed in his entire 29 years of service. Lakshmaiah took voluntary retirement from the two posts within a gap of one year. He received pension as a wireman in the then APSEB. It was when he tried for pension for the other post in the agriculture department that he was exposed, thanks to an alert treasury official.

He joined as a wireman in the AP State Electricity Board (APSEB) in 1971 when he was 19 years old. After 10 years, he applied for the post of an extension officer in the agriculture department and secured the job. However, he did not resign from the first post and continued in both the posts.

Lakshmaiah’s field job in the extension wing suited the job requirements of a wireman. He could cheat the government for as many as 29 years till his voluntary retirement in 2010. But, he kept it under wraps and continued in the second post till 2011.

Since 2010, Lakshmaiah has been getting a monthly pension of Rs 5,283 for his service as a lineman.

He took voluntary retirement from the second post as well in 2011 and applied for pension to the Accountant General (AG) Office in Hyderabad. He was promptly awarded a pension of Rs 6,062 every month.

But his game was up, when the AG office sent the sanction file to the district treasury office. District Sub-Treasury Officer Bapanapalli Venkateswarlu smelled a rat and inquired into the matter and exposed the devious man. The officer was presented a cash reward of Rs 20,000 for unearthing the scam.

Lakshmaiah was paid benefits totaling Rs 167,824 through a cheque (no. 947108) on March 3, 2010, after seeking voluntary retirement, according to the Treasury officials.

Officials observe that such an incident could not have happened but for either oversight or connivance by the officials concerned.
