The judge is dealing with a writ petition filed by retired government servant of Visakhapatnam city and sarpanches of five gram panchayats in Garla mandal of Srikakulam district, challenging the decision of the Centre to bifurcate the State.

The petitioners said that the decision of Union Cabinet has led to infringement of their constitutional rights, and under this circumstances, the citizen has every right to question such action before the court of law. Justice Naveen Rao pointed out prima facie that the contents of the petition are in the nature of a PIL and as such a single judge cannot hear such plea and directed the matter to be listed on Monday.
