New Delhi: President Pranab Mukherjee is unlikely to send the Telangana Bill to the Andhra Pradesh Assembly before Thursday as he left for Johannesburg to attend the memorial service for the departed former South African President Nelson Mandela.

Sources stated that the President received the Bill only on Monday and is consulting the legal luminaries for opinion. It is only after his return from South Africa on Thursday that he will refer the Bill to the State Assembly. The Assembly which commences on the same day is expected to take it up for consideration not before Friday.

The President has received a number of representations from various quarters on key issues like Article 371-D, provision for joint capital in Hyderabad and the mechanism for its administration during that period. Being a perfectionist President, he wants to take all the necessary legal precautions before referring the Bill to the Assembly.

It may be recalled that earlier the President had admonished the Central Ministers for comingup with the Draft Ordinance on protecting convicted lawmakers. The Ordinance which attracted enormous flak from the people was finally given up after Congress vice-president Rahul Gandhi publicly rubbished it by saying that it was worth tearing it up and throwing it in the dustbin. Given the past experience, the President wants to ensure that the Telangana Bill is sound and stands legal scrutiny even at the later stage.

Given the controversial nature of the entire exercise, anyone can move the court and challenge its validity. The President is, therefore, acting cautiously in the matter.

The high-powered delegation To South Africa led by the President comprises Congress president Sonia Gandhi, Commerce Minister Anand Sharma, leader of Opposition Sushma Swaraj, CPM politburo member Sitaram Yechury and BSP leader Satish Chandra Mishra.
