Hyderabad: Sensing the possibility of pandemonium and quarrels in the Assembly over Telangana issue, Prof NG Ranga Foundation has urged Governor E S L Narasimhan to ensure peaceful proceedings. President of the foundation and former convenor of Kisan Cell of APCC, Bandlamudi Subba Rao, said that the Governor, under provisions of Article 175(2) of the Constitution, should prescribe guidelines for AP Legislature to conduct proceedings of the proposed AP Reorganisation Bill, 2013.
He held that only floor leaders of the political parties should be allowed to air their views, while all other members should be asked to put their views on the proposed bill on their letter heads in a format not exceeding two pages. The presiding officers should send the views of legislators to the President.
Rao pointed out that if this system was followed, then pandemonium in the House could be averted. If all were allowed to have their say then it could result in raking up passions and violence could erupt in different parts of the state, he said. According to him, the process will strengthen the Union of India and parliament, resulting in peaceful division of AP.
“This process will help Telugu-speaking brethren of the three regions to live harmoniously without mutual hatred, acrimony and animosity,” he added.
