Hyderabad: TDP president N Chandrababu Naidu on Monday alleged that the government and Speaker N Manohar violated the constitutional procedures in tabling the AP State Reorganisation Bill -2013 in the Assembly.
Addressing the press here, he sought to know the reasons for introducing the Bill in a hurry without informing the members. There was no clarity on whether the debate on T Bill was initiated in the Assembly before or after the tabling of the Bill.
The Assembly Secretary Raja Sadaram was also not aware of the status of the debate on the Bill.
He regretted that the T Bill has created a wedge between the Telangana and Seemandhra legislators who clashed in the house.
Reiterating that his party would continue its fight against the bifurcation of State till the rights of the residuary state of AP people were protected, Naidu questioned the inclusion of common capital clause in the Bill when the constitution itself does not have such provision. He also pointed out that it required constitutional amendment to vest the law and order with Governor and delegating powers to Centre to maintain irrigation facilities in the two states.
There was also no clarity on education, employment and revenue sharing between two states.
Encroaching powers of the State government was against the deferral spirit, he added.
Demanding the Centre to hold talks with all stakeholders, he said he wanted amicable solution for both sides before Telugu people were divided. Congress brought the T Bill to destabilise the TDP in the State, Naidu added.
