Hyderabad: Uncertainty looms large over the possibility of a discussion taking place in the State Assembly over the draft T Bill during the ongoing winter session as the Seemandhra legislators are hell bent on stalling the debate.
Rocked by protests both the Assembly and the Council adjourned for the day on Wednesday without transacting any business. Though the BAC had decided to take up the debate from Wednesday, it could not be done as TDP and YSRCP Seemandhra MLAs did not allow the proceedings to take place leading to adjournment of the House twice in the morning before it was finally adjourned for the day. As the Assembly met at 9 am, Speaker Nadendla Manohar rejected the adjournment motions moved by the TDP, YSRCP and CPI on the bifurcation issue and adjourned the proceedings for an hour. When the House reassembled after a 75-minute break, noisy scenes continued, forcing the Speaker to adjourn the proceedings for another one hour.
During this period the Seemandhra and Telangana MLAs continued with their sloganeering in the House. TRS MLA T Harish Rao played the role of a ‘marshal’ and tried to evict some of the Seemandhra MLAs who were sitting near the Speaker’s podium. He also tried to obstruct his counterparts from entering the well of the house from their seats.
Another TRS MLA G Kamalakar stood in front of the seats of YSR Congress MLAs and obstructed them. However, the YSRCP MLAs went to the podium and continued their dharna.
Then Harish along with Kamalakar tried to convince the MLAs to cooperate in running the House and see that the debate on the T bill takes off. When the TDP MLAs turned down his proposal, Harish Rao and Kamalakar bodily lifted P Keshav from the podium and shifted him to his seat. They tried to do the same with another MLA Babu Rao, but could not succeed.
While attempting to lift Babu Rao, the button of the quorum bell on the Assembly secretary’s table got pressed and members who were standing outside rushed to the House.
Taken aback by this, the Assembly secretary rushed to the well of the House and deactivated the bell. The Speaker then entered and announced adjournment of the Assembly for the day. Sources indicate that both the Houses are likely to be adjourned sine die on Thursday and may be reconvened on January 3 for one week and again after Sankranti. Meanwhile, members from both the regions, cutting across party lines, held separate meetings in the lobby of the Assembly to work out their strategies. While the T leaders decided to submit their opinion in writing to the Speaker, the Congress, TDP and YSRCP members from Seemandhra decided to send copies of affidavits opposing bifurcation to the Speaker. This would help the Speaker to convey the opinion of the Assembly to the President in case the Assembly fails to discuss the draft T Bill, say some members.
