No Cue from UP, Bihar, AP State Reorganisation Bills. According to sources, the Speaker feels that it is not possible to follow the procedures adopted by those States, since the Assemblies of the two States first passed a resolution, demanding bifurcation of the state.

Hyderabad: Speaker N Manohar, who has been to Uttar Pradesh and Bihar Assemblies to study the procedures they had adopted when the State Reorganisation Bills of those States was debated, is likely to convene a meeting of the Business Advisory Committee (BAC) on January 2 to seek advice of parties on how to take forward the debate on the AP State Reorganisation Bill.
It is learnt that the Speaker will brief the floor leaders of all the parties about the procedures that have been adopted by the UP and the Bihar Assemblies.
According to sources, the Speaker feels that it is not possible to follow the procedures adopted by those States, since the Assemblies of the two States first passed a resolution, demanding bifurcation of the state.
Whereas in case of Andhra Pradesh the Centre had taken the decision by invoking Article 3 of the Constitution and had referred the Telangana Draft Bill to the State Assembly.
It remains to be seen if the leader of the house N Kiran Kumar Reddy and the leader of opposition N Chandrababu Naidu will attend this meeting or not. Both of them did not attend the last BAC meeting.
What is causing worry to the Speaker is the strident attitude adopted by the Seemandhra MLAs. With the respective leaders claiming that they will give a free hand to their MLAs to reflect the opinion of the people of their region, doubts are being raised on the possibility of a smooth
functioning of the Assembly when it will meet on January 3.
Seemandhra MLAs already announced that if a debate was allowed it would mean that they had accepted the decision to divide the State hence they will insist that a resolution to keep the State united be adopted before the discussion on Telangana Draft Bill.
On the other hand, the visit of the Speaker to UP and Bihar has come in for criticism from Deputy Speaker Bhatti Vikramarka and some other Telangana Congress leaders.
Vikramarka expressed his displeasure over Manohar alone visiting those States without taking him and the Minister for Legislative affairs.
Meanwhile, it is learnt that the special session of the Parliament is likely to be convened during first week of February to discuss the AP State Reorganisation Bill. The deadline for the Assembly to return the Bill to the President is January 3.
