Hyderabad: There was intense speculation following the speech by Chief Minister Kiran Kumar Reddy in the State Assembly on Wednesday. Generally, the House leader winds up the debate and speaks at the end.
The Chief Minister dropped indications that he would speak up at 4 pm first but deferred it due to expectation that the extension of time for continuing the debate on Telangana draft Bill would be granted by the President at any moment.
As no word from New Delhi came in, he communicated to the Chair that he would like to make a presentation at 6 pm. PCC chief Botcha Satyanarayana and Finance Minister Anam Ramnarayana Reddy had suggested to him that it would not be the right time since the media attention was completely on ANR’s demise.
But he preferred to go ahead and started his speech at 5.45 pm, and barring a few all members rushed inside to listen to the Chief Minister’s speech.
Hectic parleys went on before the Chief Minister’s speech both at the chambers of Jana Reddy and Anam Ramnarayana Reddy.

As the Chief Minister would be continuing his speech on Thursday, the legislators of Telangana region reportedly decided to continue disrupting him at ‘every possible chance’. Some of the Telangana Ministers, who have been working in tandem with TRS on the issue, are said to be determined to obstruct Chief Minister till the end.
The question is what would happen if the President extends the time by a few days. Would the Chief Minister exercise his right again to speak at the end of the extended period?
