Hyderabad: The differences between the T Congress and Seemandhra leaders led by Chief Minister N Kiran Kumar Reddy reached a flash point as the State Assembly on Monday witnessed an unprecedented scenario. For the first time in the history of the State Legislature, T Ministers joined fellow MLAs in both the Houses to stall the proceedings, demanding that the respective presiding officers reject the notice given by the Chief Minister to vote out the draft T bill.
As soon as the session commenced at 9 am, Telangana Ministers and legislators from Congress and Telugu Desam parties along with TRS members stood in front of the Speaker’s podium and raised slogans like ‘CM down down.’
Seemandhra MLAs countered them by raising ‘Jai Samaikyandhra,’ slogans, pushing the House into a total chaos. Speaker N Manohar cautioned the ministers, saying it was not proper for them to rush into the Well. “Never did such a thing happen in the Assembly,” he said. Deputy Chief Minister C Damodar Rajanarasimha and Minister for Panchayat Raj K Jana Reddy stood near their seats and extended support to the ministers who went into the well. As a counter move, the Seemandhra legislators including YSRCP members joined the protest and demanded that the Speaker announce that voting would take place on the resolution opposing the draft T Bill and also that he would permit them to move a resolution in support of united Andhra.
Manohar made repeated requests, but the members from both camps did not relent, thereby forcing him to adjourn the House for 30 minutes. There was no change in the situation when the House reassembled, forcing the Speaker to adjourn the Assembly once gain for an hour. As the protests continued, he finally adjourned the House for the day around 1.25 pm. The House did not transact any business.
Though the Leader of Opposition, N Chandrababu Naidu, was present in the House when the ruckus broke out in the morning, Chief Minister N Kiran Kumar Reddy was conspicuous by his absence. Kiran was in his chambers, confabulating with Seemandhra Ministers and some MPs including Vundavalli Arun Kumar.
The Chief Minister had on Saturday last questioned the very validity of the Bill, saying it was in violation of Parliamentary procedures and the Constitution. Saying the bill was incomprehensive, he observed such a Bill could not be discussed in the Assembly. He subsequently issued a notice to the Speaker under Rule 77 to move a resolution in the House to return the Bill to the Centre.
Similar scenes were witnessed in the Legislative Council. The Upper House was adjourned thrice during the day due to the furore created by the MLCs form both regions.
Against this backdrop, some T Ministers led by Deputy Chief Minister met the Council Chairman and demanded that he reject the notice given by the Leader of the House, C Ramachandraiah.
Reacting to this, Ramachandraiah and PCC president Botcha Satyanarayana later told media persons that the T leaders were unnecessarily getting agitated. They explained that Kiran did not say that the Bill should be returned. However, the T Ministers refused to accept this argument, and said that they would not allow the legislature to function until the Chief Minister withdrew the notice.
