Hyderabad: With just 48 hours left for the deadline for returning the AP Reorganisation Bill-2013 to come to an end, Chief Minister N Kiran Kumar Reddy has once again written to the President of India seeking more time to discuss the Bill as it has long-term consequences on the lives of the people. Though Kiran while talking to media did not specify the period of extension he had sought, it was learnt that he had asked for three weeks more time.

The letter, which was also signed by Seemandhra Ministers, says that as passions were running high in the House, it took some time to commence orderly discussion and so far only 80 members could speak on the Bill. There are at least another 200 members who have to express their views on it. The letter said that since the Bill had long-term consequences on the lives of the people of the State, the House needs to dispassionately discuss and express its collective opinion as well as views on various clauses and hence they sought another three weeks time. Asked about the details, Kiran refused to make any further comment on it.

It may be recalled that the President had initially given time till January 23 to the State Legislature to discuss the Bill and return it but subsequently extended the duration till the January 30. So far only about 90 MLAs, including the Chief Minister, spoke on the Bill and expressed their views while some others gave their opinion in writing.

Since Monday, the Assembly had been witnessing ruckus and had to be adjourned without transacting any business due to the protests from Telangana leaders opposing the notice for moving a resolution given by Chief Minister and the Seemandhra leaders demanding that the Speaker accept the resolution.

Kiran refused to get dragged into any controversy on the T Bill. When questioned about the remarks of Union Minister Jairam Ramesh that there can be only one Bill which is final, Kiran said, “Let them read the Government of India rules.” He said that it was not a question of whether the Bill was “original or fake’ but it was a question of whether it was comprehensive or not. He maintained that the Bill in its present form was not a complete one.

It does not have the objects and reasons, financial memorandum and also the statement of purpose. Even Article 3 of the Constitution specifies this. “Let them read the Government of India rules that specify what a Bill should contain,” he added.
