Hyderabad: The premises of Telangana and Andhra Pradesh secretariats resembled a war zone. In a unilateral decision taken by the government of Telangana, the government had not only erected barricades separating the two secretariats but also moved Central Security Forces to guard the barricades and prevent the movement of employees and visitors from one side to the other.

It reminds one of the Berlin Wall that separated West Berlin and East Berlin when Germany was divided into West Germay and East Germany after the Second World War. This sudden move has come as a major shock for the employees of the Andhra Pradesh government. The employees of the Telangana and Andhra government who entered the Secretariat from the main entrance of the AP Secretariat and vice versa were barred from reaching their offices and were asked to take a de-tour by the security forces. They were asked to reach their respective offices from their own secretariat main gates only. Visitors were also restricted from moving from one side to the other freely.

When asked about it, VB Kamalasan Reddy, DCP (Central Zone), said that barricades had been put up for security reasons, besides limiting the flow of visitors' movement between the two zones. "It is a government order to put up barricades for security reasons.

Visitors are moving from one side to another without any authorisation. Some visitors obtain (entry) pass from one gate and move into the other zone, he said.
Home Minister Naini Narsimha Reddy said that it was not the decision of the Telangana government to put up the barricades. “May be the Andhra Government had done it,” he told reporters on Saturday.

Taking strong objection to the new security measures, AP Secretariat Employees Association president Murali Krishna said that employees were not consulted before erecting barricades. The move sends a wrong signal that the situation in the Secretariat is not congenial," said Murali Krishna.

Telangana Secretariat employees union leaders also felt the government should have consulted the association before laying the barricades as it would cause inconvenience to move towards other Telangana administrative offices situated in the precincts of AP secretariat. As part of the apportionment of the assets under the AP Reorganisation Act -2014, the Telangana government was allotted A, B, C, D while the Andhra Pradesh government had been allotted H, J, K and L blocks.
