Hyderabad: Neither Andhra Pradesh state government nor the Telangana state government is ready to reimburse the fees borne by the students of Andhra Pradesh studying in Telangana. Telangana state though not officially issued any GO, has been stating that they would consider the nativity of the student’s father to ascertain the nativity of the student so that strictly the fee reimbursement could be done for the Telangana students. From the other end the Andhra Pradesh government has also not given any official statement regarding the fee reimbursement of such students, dragging the entire issue to a catch-22 situation.

According to a senior official in the Andhra Pradesh government, if the Telangana government issues a GO stating that even the parent has to be local, then it would be in violation to the AP Reorganisation Act. In such a case, all parties including students, their parents and the AP government can seek legal action.

As far as the fee reimbursement issue is concerned, neither of the two states was in a position to compromise with the situation. According to the social welfare minister of Andhra Pradesh state R. Kishore Babu, Telangana Chief Minister K Chandrasekhar Rao was unnecessarily beating up regional differences and trying to deny the right to fee reimbursement to AP students in Telangana. He took the reference of AP Reorganisation Bill-2014 and said that for next ten years the fee reimbursement should be borne by the state where the college is located, irrespective of the nativity of the student. He also said that they were confident that Governor E.S.L. Narasimhan would talk to both the governments as a memorandum has been submitted to him by AP ministers, to settle the issue amicably.
